Diuron

Diuron [(1,1-dimethyl, 3-(3’,4’-dichlorophenyl) urea)] is a broad-spectrum residual herbicide and algaecide used for pre and post-emergent control of both broadleaf and grass weeds in agriculture. It is also used to control weeds and algae in and around water bodies and is a component of marine antifouling paints.

Background

In 2002 the APVMA began a review of diuron because of environmental and human health concerns, specifically regarding the potential for diuron to contaminate the marine environment through agricultural runoff.

In 2005 the APVMA released the Diuron Preliminary Review Findings Report (PDF, 716kb). Following publication of the report, the APVMA received and assessed, through the Department of Sustainability, Environment, Water, Population and Communities (DSEWPaC), a large body of new information.

This resulted in a new environmental assessment report released, with the human health assessment, in July 2011.

One hundred and thirteen submissions were received in response to this environmental assessment report. A number contained new studies and information in relation to the use and impacts of diuron. The submissions came from registrants, diuron chemical users, user groups, state governments and environmental groups.

The APVMA will finalise its review of diuron after the Department of Sustainability, Environment, Water, Population and Communities (DSEWPaC) provides a final environmental assessment report.

In the absence of a final environmental assessment the APVMA is not making a regulatory decision at this time.

Once the final assessment is received, the Authority will undertake a 12 week process to develop regulatory outcomes for the future of diuron, before the review is finalised.

In addition to the continuing suspensions the APVMA has finalised the diuron review for:

  • active constituent approvals (approval of suppliers of diuron to product manufacturers)
  • antifouling paints (continued registration with variations to two label instructions)
  • pond and aquarium products (continued registration)
  • cotton defoliation products (registration after variations to label instructions).

The environmental assessment report indicated no concerns with these uses and they will continue to be approved.
